Bodycam video of east central Fresno standoff released

Fresno Police released dramatic new video Friday of a police standoff in east central Fresno from back in June.

FRESNO, Calif. (KFSN) — The sound of a car crashing through backyards and gunfire frightened neighbors in east central Fresno on June 1.

But police say the incident started back on May 30, after officers pulled a car over near Butler and Hazelwood.

The passenger cooperated but the driver, 23-year-old Andrew Garcia, did not and drove away.

Officers learned that Garcia was on parole and had a pending warrant.

On June 1, they found Garcia’s car in front of a home on Turner and Sierra Vista.

Garcia refused to go outside and pushed out a window to escape.

As he walked through several backyards, an officer spotted Garcia with a gun.

”I have eyes on him. He just said something from his waistband. It’s a black, looks like a black handgun, right hand,” a Fresno Police officer said.

Officers created a perimeter to prevent Garcia from escaping.

He then went to his car and started driving through neighboring yards.

Garcia refused to comply with commands and that’s when an officer opened fire.

”Let me see your hands. Let me see your hands! I got you right there. Gunshot, gunshot, gunshot, gunshot,” a Fresno Police officer shouted.

Despite multiple shots taken, Garcia was not hit by gunfire.

He eventually parked the car in a backyard and talked with police during a lengthy standoff, eventually surrendering.

Officers found a replica gun near his car and he was arrested on multiple charges.

Garcia pleaded no contest on June 10.

Newly released police body camera footage captured the chaotic and emotional aftermath of a fatal crash on the MacArthur Causeway that killed a 19-year-old Florida International University student.

The video offers a closer look at the moments following the February 21 collision, which authorities say was caused by an intoxicated driver speeding nearly 100 miles per hour.

Crash leaves one dead, another injured

According to Miami police, 24-year-old Nicolas Robinson was behind the wheel when he struck Gabriela Rios Flores, whose Jeep Wrangler had broken down on the shoulder of the causeway.

Two of her friends were standing nearby at the time of the crash.

“He lost control full speed. I couldn’t see him. I was calling the insurance. The car jumped from there to there and hit me,” said Daniel Khan, a friend of Rios Flores, while speaking to officers at the scene.

The body cam footage shows officers handcuffing Robinson at the scene.

Appearing disoriented, Robinson can be heard telling officers, “It’s my birthday. I didn’t do anything wrong, bro.”

Police said he was heavily intoxicated and unaware of what had just occurred.

Robinson, who was visiting Miami from Maryland, was arrested and is now facing charges of vehicular homicide, DUI, and reckless driving.

Legal proceedings underway

Robinson’s attorney, Evan Alexander Hoffman, confirmed that he has reviewed portions of the video and is in the process of examining additional evidence.

“Once he is done going over all the evidence, he will file a motion for release and begin working on the defense of the case,” the report states.

Robinson is scheduled for a status hearing on June 20.

Mary Lou Retton appeared to refuse blood alcohol level tests, and told police officers “I’m West Virginia’s first daughter!” during her arrest for DUI in Marion County, West Va., in May.

Newly released bodycam footage obtained by Entertainment Tonight shows the full incident, which began when Retton was detained by officers in the parking lot of an AutoZone store.

In the video, you can see officers administering a field sobriety test that requires Retton to lift her foot up six inches off the ground and count until told to stop.

Retton complied with the tests but appeared to struggle to execute them. In the clip, she protests the amount of counting she has to do, says “Oh, come on,” and struggles to breathe at one point during the test, taking a break to use her oxygen tank.

More footage from the 30-minute-long video shows her being handcuffed with her hands in front of her, after telling police that she can’t have her hands behind her back due to the multiple shoulder surgeries she has undergone over the course of her life. Later video shows her at the police station.

Retton was arrested on a DUI charge on May 17, after police got a call about a Porsche driving “all over the roadway” in Marion County.

Responding officers claim that Retton smelled like alcohol and spoke with slurred speech, and that they noticed a screw-top bottle of wine in the passenger seat of her vehicle.

She appeared in court on June 10, entering a no contest plea to a non-aggravated DUI charge. She received a $100 fine, which is standard for first-time offenders of this misdemeanor charge in the area.

Retton also issued a public statement saying she took “full responsibility” for her actions during the incident. She also expressed her commitment to learning from the event, and said she was “committed to making positive changes in my life.”

“What happened was completely unacceptable,” she said. “I make no excuses. To my family, friends and fans: I have let you down, and for that I am deeply sorry.”
