CINCINNATI (WXIX) – What started out as a welfare check on a VA patient resulted in an officer-involved shooting Tuesday in Madisonville.
Cincinnati police and city leaders held a press conference Wednesday, revealing new information on what happened that day.
“This is something that will affect everyone for quite a long time,” Cincinnati Interim Police Chief Adam Hennie said.
What led up to the shooting
According to Hennie, a VA home care nurse was on the way to the patient’s home in the 6500 block of Haley Avenue near Bramble Park.

Hennie says the nurse schedules quarterly check-ins with the man, who is 89, and always lets him know when she is stopping by the day prior. He typically leaves the door open when she comes.
She arrived to the home around 12:45 p.m. and noticed the house was “secured,” and made multiple attempts to contact him, Hennie continued.
“At this point, the VA practitioner got ahold of this individual’s daughter, who lives out of town…” he said.
The man’s daughter then requested a welfare check, and police were notified at 1:45 p.m.
When officers arrived to the home at 1:56 p.m., they tried to talk to the man through the front and back doors, but did not hear a response.

After a while, they called the fire department to do a welfare check inside the home. They arrived at 2:06 p.m.
Once again, there were several failed attempts to reach the man. Police asked the fire department to force entry into the home, Hennie said.

Bodycam: Suspect points gun at officer
By 2:13 p.m., two Cincinnati police officers could hear the man’s voice at the back door of the home.
“Can you open up your front door, please?” One officer says in the bodycam video.
Both officers go to the front of the home where the fire department is, waiting to greet the man.
Still, no contact was made.
Police went back to the back door, where one of the officer’s first sees the man holding a revolver.
“How you doing, sir? This is the Cincinnati — can you not — okay, he got a gun, y’all, hold on,” an officer says in the bodycam video.
“Can you put your firearm away? It’s the Cincinnati police.”
Both officers continue to say they are with the Cincinnati Police Department and ask him to put his firearm away.
“Talk to me,” the officer continues. “Can you put your gun — sir, put your gun down.”
Based on the officer’s bodycam video, the suspect was asked to put his gun away over a dozen times to no avail.
“This officer was begging this person to drop this firearm,” interim chief Hennie said during the press conference.
Around 2:16 p.m., the suspect slowly steps out from behind the back door, pointing a gun up in the air. Video shows him pointing the firearm at the officer seconds later.

Two shots were heard with at least one bullet hitting the suspect in the leg.
Hennie says emergency crews rendered aid to the man immediately. He was transported to the hospital and is listed as stable.
No first responders were injured in the shooting.

What happens now?
As of now, no criminal charges have been filed against the suspect, the interim chief said. That also means police will not release the man’s name.
Investigators are still waiting on the medical history of the suspect and what branch of the military he served in too.
In the meantime, the Citizens Complaint Authority and the Cincinnati Police Department will continue their own separate investigations in the officer-involved shooting.

Family pleads for justice after 9-year-old boy dies following downtown CTA station altercation

A family is pleading for justice after Elijah Flores, 9, died following a CTA Green Line altercation at the downtown Chicago Clinton station.
HILLSIDE, Ill. (WLS) — The mother of a 9-year-old boy was set to speak out about his death Wednesday afternoon, but she was just too emotional, after making funeral arrangements at a cemetery in Hillside.
But the message remains the same from local community activists who gave a statement on her behalf.

The family is pleading for justice for Elijah Flores.
He died at a hospital after he was seriously hurt at the Clinton Green Line downtown CTA station on Aug. 10.
That’s where police say the 9-year-old boy was with a 22-year-old man who got into an argument with two others along the Green Line.
Those two suspects chased after the man and Flores. That’s when police say an object was thrown at them, causing both to fall down the stairs.
It’s a tragedy that has taken Flores from his mother.

A local activist shared the woman’s heartbreak and said more about the little boy.
“The family needs justice. Elijah was a little boy who loved karaoke. He loved Michael Jackson songs, and he loved singing along to them,” said Lisette Guillen, director of Case Files Chicago. “Esmeralda says Eli was a kind, funny, hyper, beautiful boy that didn’t deserve this.”
Flores’ mother says her boy will forever be a hero, as they’ve decided to donate his organs to others in need.
At this time, police are still investigating with CTA, as there is surveillance video of the incident.
CTA extended its condolences to the family, and the family thanked the agency for cooperating with the investigation, in hopes of finding the people responsible.
The medical examiner ruled Flores’ death a homicide caused by blunt force trauma.
No one is in custody.
